The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are issued from various governments. Immense energy is devoted on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from across the border, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons flew past – modern combat jets supplied to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, most likely provided by partner states. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.

Continuous Dangers

Following this, a automatic firearm fired at a drone close by, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.

Intermittently, this continued until dawn. Kyiv faced the early updates: several casualties, destruction and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to fill in the short term.

Failed Diplomacy

The detailed framework from Washington provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to compel Moscow to surrender the areas that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does little to deter Moscow, through words or deeds, from believing that the situation will not change more in its advantage in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Realistically, there are no genuine requirements for a armistice. Now, personal considerations are coming into play: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
